It says for first minute cost is 1.25, remaining minutes that is (x-1), the cost is 0.32 per minute, therefore the ans is 1.25+ 0.32(x-1)

First minute cost will be $1.25 ,
Remaining minutes = (x-1)
Therefore cost for these remaining minutes will be 0.32(x-1)

The cost, in dollars, of a telephone call that lasts for x minutes = 1.25 + 0.32(x-1)
