E should be the answer.
C is just a mild strengthener.
If payroll expenditure is the only biggest expenditure to cause a dent then we are ruling out other possibilities by which money can be spent and conclusion that the community colleges can spend more on student services gets strengthened.
IMHO , E is the answer.

When i see option E and negate the argument its strengthener and not a weakener . It has to be C
