The pre-assessment is the first phase in the development of a PCNA. It can take place as soon as there is a decrease of hostilities or cease-fire. The pre-assessment seeks to (1) collect key information that will in turn inform the assessment, including a conflict and risk analysis; (2) build consensus across key actors for the scope and substance of the assessment; and (3) establish the structure of the assessment fieldwork, both regarding teams and logistics.

The outcomes of the pre-assessment will be: (1) identification of key objectives and outcomes of the assessment exercise, including political consensus around the scope of the PCNA, identification of thematic clusters and cross-cutting issues to be looked at and determination of the geographical areas to be included in the PCNA (as appropriate) -- all communicated in the agreed Concept Note; (2) the development of a data platform with a special emphasis on conflict and risk analysis; and (3)devising working methods for the PCNA, with special focus on consultative process and participation of local and international partners. The pre-assessment will also allow for a series of administrative steps required to launch the assessment fieldwork: establishment of PCNA secretariat; establishment of Core Coordination Group (CCG); selection of technical experts; communication strategy; and development of necessary funding mechanisms and agreements.
