Block images, block templates, tables, lists and section headings are removed from being checked for MT abuse. References list should also be added to this list of excluded nodes.
I was creating an article with Content Translation, edited every section with content, but references list had MT abuse warning, which caused article to be published with a MT abuse tracking category.
Inspection showed that node was references list node (mwReferencesList is the name).

@Etonkovidova here we need to check that for a reference list added to the translation (when using MT, copying from source, or manually added) that users don't further edit, the tool (a) does not show a warning of too much unmodified content, and (b) when published the content does not get added to the tracking category (for each language you can search for the "cx-unreviewed-translation-category" category in their list of tracking categories).
I checked for wmf.3 in testwiki - unmodified ref list was added without triggering Unmodified content warning and cx-unreviewed-translation-category was not added. However, since the publishing happened in testwiki, it will need to be checked in some lang wiki. Keeping it open for now.
