    • Hopefully you or someone else knows where to point me. I've made half a dozen requests across WMF sites to get this resolved over the last 18 months or so, all to no avail. Grasping at whatever I can at this point. I figure any conglomeration of stewards able to fix user names are likely also able to fix problems with username/pw recognition by the system, or at least know where to go to resolve that kind of issue. Interesting, we have someone clerking the username requests page after signing up for an account only three days ago. Not to mention their message wasn't that helpful.
@SMcCandlish: There isn't anything we can do here because this page is for SUL-related username changes, and Phabricator, AFAIK, is something different.   • Reason: I am an Admin, Bureaucrat, and CU on Commons. I am trying to help a newbie clean up a mess. A variety of good images were uploaded using an organizational account, User:MGromov. That account has been blocked for been a prohibited organization account. The images were all the work of an individual, User:Horadrim, so if we change the name of the MGromov account to Horadrim and I unblock it, the claims of "own work" will be valid and Horadrim can continue to use it for his or her contributions. The Horadrim account exists, but has no edits, so I think this need not be a merge -- the existing Horadrim account can be removed and then the name changed on the MGromov account. This is all extensively discussed with the leader of the project, User:Joalpe, at Commons User talk:Jameslwoodward. I will ask Joalpe to watch this page so you can ask questions as necessary here.

The answer to that is also no. The target account has been recently active, as such the requesting account will be too similar if renamed to a similar name. The only way to proceed is if the requesting user can establish ownership of the target account. If the target can login to that account and post here confirming ownership, the usurp can proceed. Hi! Thanks for cleaning up our mess, and I apologize for the confusion. I am here writing to establish that I am the owner of the currently blocked user account MGromov, which was initially described as a collective user, and consequently the owner of all files that this user has uploaded on the Commons. I have created the MGromov user to control my workflow and achievements as a Wikipedian-in-residence at the Research, Innovation and Dissemination Center for Neuromathematics (NeuroMat). The document that demonstrates my current activity at NeuroMat is available on the Commons, and I may direct you to this document if you think this is useful. My main concern here is that, because of an initial confusion, all files that were uploaded as MGromov are deleted. As I understand, this can be avoided, which is great info. Another concern refers to making clear that these contributions of mine were not done as an "individual volunteer" but as part of an official position as a Wikipedian-in-residence, which has actually been discussed with members of the WMF, such as Ijon. This concern has led me to obviously disclaiming my official affiliation when I created the user MGromov (i.e., stating that this user would not take part of votes and other decision-making procedures). I am sorry for not knowing in advance the peculiarities of the Commons user-name policy. I am not fully aware of the usurping process: would this only affect my account on the Commons? What will happen to all contributions I have done as MGromov, or even the user page? If you look at my user page on pt.wikipedia, you will see that I use it as a means of controlling my activity, so it is important that I do not lose all this info (MGromov on pt.wikipedia). Yeah, I was making disruption 2 years ago (by not knowing rules that having multiple account is forbidden), but I got unblocked via Standard Offer on EN Wiki and locked all other accounts. This is connection between my old account and bot. If ever merging edits will be available, I will merge all my edits in this single account.
