Some years ago, Moonriddengirl advised that usurpation of usernames does not present significant GFDL or cc-by-sa licensing concerns (though I'm having trouble tracking down the thread). So I'm not sure that a decline strictly on that basis is indicated in this case (though it may not qualify for other reasons, number of edits, etc.)

It is perpetually stalled, though Requests for comment/Global usurpation policy 2 is almost good to go. The Oct 2015 account creation on enwiki means that they've logged in as recently as that, and given the content contributions (even as far back as 2006), I don't think this request can be granted. My thanks to all three of you for taking some time to look into this and shed some light on the policy and technical considerations for me. I'll take a little bit of time to ponder whether to change to a third name altogether or just keep an eye on the policy proposals in this area to see if the rules on global usurpation change enough to allow me to make a bid for "Snow". Look more closely [1]. They are the same user. A steward can solve this by renaming vinicius10 globally to vinicius10 (temp), then renaming Cutrupe to Vinicius10, rename locally Es:Vinicius10 to Es:Vinicius10 (usurped) and rename locally Es:Vinicius10 (temp) to Es:Vinicius10 and have the user merge the account again. –xeno 11:59, 21 March 2016 (UTC)
