I have deleted the global account XXN (I guess that is what you meant, not "usurpate").

At the moment, stewards can only rename accounts on projects without local bureaucrats. Where bureaucrats exist, they must be contacted on each project, see index of pages where renaming can be requested. However, a global rename tool will be introduced at an unknown date in the future. --MF-W 15:49, 30 August 2013 (UTC)

Can I request a name change for a global account here?

If so, I would like to request that my account be renamed to Cath sy'n hedfan. There are no accounts registered with that name as far as I can tell - I checked cywiki, enwiki, frwiki and centralauth here.

At the moment you have to request the rename on every project separately. The Stewards only action name changes for wikis that don't have active bureaucrats. The index of pages where renaming can be requested lists the pages to make the request. Or you can wait until SUL finalisation at which point a Steward can make a global name change in one step.
