This request is not straightforward unfortunately. The only admin (and only active user, perhaps) disagreed with the following comment: "people from English Wikipedia coming in an using bulldozing approach to apply their theories here". I'm a Sri Lankan who also understands Sinhala language, and have been involved with Sri Lanka-related activities for some time now. I feel the (only) objection is baseless, and probably an attempt to keep the project "private". Siwiki has no RFA policy, other than a direct copy of enwiki's WP:RFA, which has never been used. Two other stewards and a global sysop also voiced their opinions there, but only a handful of files have since been dealt with. I understand that the outcome can vary due this rather odd situation, but I'd like to know that I tried. Thank you, Rehman 04:15, 7 April 2020 (UTC)

I don't think we can promote you to an admin. I've marked a file or two with a deletion template, and in those cases it seems to be handled. Since finding copyright violations doesn't require admin-level access, it should be possible for you to do that. If they want to do that, why shouldn't we let them to? It's a shame we let people hijack projects like this. I know I shouldn't use words as such, but looking at their responses, it is rather obvious. Over the past 10 years, I'm probably the first person to volunteer looking into this mess. The user not only shuns any help, but essentially wants to double the workload by asking us to review and tag the files first, so that they could press the delete button, when I already clearly showed them hundreds (or thousands) of very old bad files. It is situations like these people simply stay away from contributing to smaller wikis, and it is situations like these the reputation and credibility of such wikis stays on a downward trend. As you wish. I just want to reiterate that the 'local community' you mentioned above is just one single person - the only admin and the only active user. I don't personally gain or loose anything by looking the other way. But it is vividly clear that if someone doesn't step in now, the project would probably remain in such a mess for the next 10 years. And if the project remains as such, not only would new legitimate volunteers not be interested to join, but there would obviously be no one else experienced enough to be promoted for some time to come. And even if one person does comes along, what guarantee do we have that the existing "project owner" would not singlehandedly block that user as they have done in this case? Please note that the only bureaucrat on mt.wikipedia has not been active for almost 2 years and is not responding to direct communication from the only active administrator on this project. However, please allow me to point out that the only bureaucrat on mt.wikipedia has not been active since 18 July 2018. The only active administrator on mt.wikipedia has tried to reach out (since 29 March 2020) to this sole bureaucrat for mt.wikipedia off-wiki but it appears that he is either not responsive or unreachable. If we must wait another week, so be it. Interface administrator access

Hello, I am requesting this permission in order to improve the Wikipedia and Wiktionary interfaces but on the Tigrinya [3] wikiprojects and I want to help these projects prosper and be more recognized for their respective speakers. I have created the localized Wikipedia and Wiktionary logos for this language and would like to make them public, I also plan to create them for other Wikimedia projects in the future. There is no one active in these projects or special pages to request permissions and that is why I do it here. Regarding logos, the correct way to change them is to request a configuration change at Phabricator, see Requesting_wiki_configuration_changes (note that also requires a discussion). @Joanmp14: I understand there is no process for requesting rights at that wiki. However, the promotion needs to be agreed by that wiki. Simply post a message at their Village Pump or similar page, and ask :). Also, I'd appreciate if you could explain for what you need those permissions (which changes you would like to perform). @Martin Urbanec: They also do not have a village pump, I cannot communicate with anyone because either such a page does not exist or is inactive. This is my only method of doing it. I just want to put the localized logos that I create for the Tigrinya Wikipedia[4] and Wiktionary[5] projects without asking someone because I need to test and see how it looks before going public, plus I have to make some modifications to fix some errors --Joanmp14 (talk) 16:06, 5 April 2020 (UTC)
I understand opposes aren't likely, but we cannot grant permission out of the blue. Also, note that being interface admin isn't the good way to do logo updates. Not done I don't think that's necessary. If your wiki will loose a bureaucrat under AAR, the stewards will automatically become able to handle all requests themselves, without any delays - as it is clear no one can handle that locally.   • Not done @नीलम: This was not an easy decision. The wiki has a page about bureaucrats but it was drafted on the same day as the vote started. It cannot be used as a local policy without community agreement. Therefore we need to consider the steward guidelines linked above. The vote meets some but not all of the requirements:
  • A minimum of 6-10 administrators.
  • The wiki has 3 permanent administrators currently, all of them appointed in the last three months. No
  • A minimum of 15-20 votes.
  • The page lists 25 votes. Yes
  • A minimum of 1-2 weeks.
  • The vote has now run for 17 days. Yes
  • A support ratio of about 80%.
  • There are 24 support votes = 96% support. Yes
  • The community must be large enough. This is a subjective requirement.
  • Special:ActiveUsers shows about 40 users made more than one action in the last 30 days. Yes
  • The local village pump has had about 80 edits in six months, several of them from outside users. No
  • The local deletion log shows less than 700 actions in six months. No
  • The local protection log shows 6 actions in six months. No
  • The local block log shows 8 actions in six months. No
  • Unless I’m mistaken, there does not appear to be a page where administrator attention can be sought. No
  • There may be other evidence of a large enough community but this limited overview suggests the community is not large enough yet. No
My recommendation is that the community should do either or both of the following:
  • Hold elections for at least three or more new administrators.
  • Hold a community discussion and vote on a local bureaucrat policy.

Not done We do not give bureaucrat access temporarily, only permanently. A wiki of your size really doesn't need a bureacurat, and stewards are really happy to handle that for you. There are such accounts (1 each for every project), with project consensus, the sysop flag can be removed. It is just a system account and every action it take is via the abuse filter extension where conditions are set to block. I.e. A human sysop sets the rules, the system account blocks. Not done This account is indeed a system account. It performs actions based on set abusefilters. It can block users or even change rights if the filters are set to that. To not confuse users when that happen, the user has a sysop flag by default. However, the flags of that accounts are irrelevant - system accounts are capable of doing any kind of actions - be they flaged or not. --Martin Urbanec (talk) 13:37, 19 April 2020 (UTC)
