After investigating further, I've found out that there is/was never a bureaucratship request on bnwikibooks by শাহাদাত সায়েম. My guess is that requesting user has no idea what they are requesting because adminship for শাহাদাত সায়েম has already been approved for another 6 months on August 26. The requester might not aware about the meta logs. Please close this request. The existence of permanent sysops on other projects in the same language is not an argument. Stewards decide on granting permanent adminship only on the basis of participation of active users in the request. @MF-Warburg: I've been with it from the beginning of the Persian Wikivoyage. Till now I've created many pages, designed the frameworks of pages, attracted new users, contributed in technical issues, etc. As you see Persian is one of the main wikivoyage versions and someone is needed to guide the users and organize the tasks. I am familiar with the history of Persian Wikivoyage, having imported the content from Incubator etc. I have not said that you cannot be an admin, only that on the basis of participation in the request, permanent adminship cannot be given. This is a steward practice in force since quite a long time. - On a side note, you seem to have a wrong understanding of adminship; admins are certainly not there to "organize tasks" for users. (psWp is expanding and it needs an admin that knows the native language and solve the issues that can only be solved by someone who know the language. Global sysops have problems of understanding the discussions that take place in native language. There are some users that are not familiar to communicate in english language thus it is the urgent need of Pashto wiki. Since I have expierence of 10 years working in different aspects of Pashto wiki and there are users who support me therefore I nominate myself and assign a nomination page where users will vote. I am also actively translating the Mediawiki software and the interface of Pashto wikipedia. By giving me the admin rights will enable me to test the features and find out the hidden strings, translate them and test them, this process helps in the betterment of the translation to much sensible level and common use. Previously granted adminship was for short term (3 months), I feel that Pashto wikipedia needs at least two or more permanent admins that can co-operate and guide other users and work as mediators, there are still many articles that are locked and some still needs protection, which are tools used by admins.) I don't think the user should be informing any other wiki. He's trying to get adminship at zh.wikiquote; and the community at zh.wikiquote is what it is suposed to speak. FWIW, I don't think there's a problem per se for people in small communities to look to other projects in the same language for input. One can't ask people "to vote for me", but one can ask people to consider participating in an RfA—especially if they are occasional contributors to the RfA community.
