I don't think we can take any guidance from local 'crats on the checkuser policy, it is far outside of their reach. To me, we cannot grant checkuser rights without an election. INC was duly elected, but also duly resigned, and should go thru an election according to the terms of the checkuser policy to obtain those rights. It's been 6 months since the rights were resigned, a significant enough time frame, in my mind, to warrant asking the community to validate the right request in the usual manner. One cannot resign advanced rights and come back a significant amount of time later and expect to have them back. What that time frame ought to be, it was never established, but in this case, coupled with the short time served (so far, since being elected, INC has spent more time without the rights than with them), would suggest to me that the community would have to validate this with a new election. Currently there is no local activity review process for bureaucrats on the Hungarian Wikipedia. Dorgan was an active editor until 2013 (2009), but since then he is mainly inactive. His last three log actions as a bureaucrat were in March 2013, but before these actions he wasn't active since 2009 (user rename log user rights log). He is still a trusted user, but we couldn't reach him in the last years. The community discussion was about removal of his bureaucrat flag. Opposition to the proposal wrote, that there is no reason to remove the flag (or a flag generally) even if the flag holder is inactive and these kinds of processes are unnecessary. There is no global policy on SRP (this page) about removal for inactivity. There is one at AAR, but that is a process which is conducted once per year. As you can see here, es.v was already "visited" in the current round. Looking at the other temporary request for adminship from kowikinews, 분당선M, they only had their access renewed for 3 months. Plus, with the only supporter being the other admin, I wouldn't mind giving what little community there is another chance to confirm in 3 months. English Wikisource needs a steward to close an annual administrator confirmation discussion that has turned into a vote of confidence, and to take any consequent action.

We have three local 'crats, but I have recused from closing because I opposed last year, another has voted in this discussion, and the third cannot be reached at this time. Thus we have no 'crat who is in a position to close this. I did consider asking an uninvolved local non-functionary to close, but decided it was best in this case to pass it up to you guys.

If I read your policy correctly, this is a purely numerical decision (50%+1 of voters is needed for removal, and the result is 4:8:2, 8/14~57%). In my opinion, it doesn't require anyone to close in the sense of determining a result, mathematics does that.
