The only local bureaucrat has been inactive since a long time. All recent admin and admin right withdrawal requests were done by global stewards. On May 2 a minor edit was done and was not related to his sysop or bureaucrat activity. Can you please track his latest bureaucrat edit? The wiki has been created and we can assign userrights to it. I suspect that you tried with wikimania2015 instead of the correct wikimania2015wiki. I note however that traditionally the initial bureaucrat(s) have been assigned by the developers as part of the creation process of the wiki and not stewards. Anyway, all of this ignored because Jdforrester does not have an account there, and as such we cannot assign rights there. I will poke James and Reedy and figure out what happens from there. I have consulted with the creating developer and he has assigned the required userrights. I note for future reference that this is traditionally handled by the developers who perform the creation and if this issue arises in the future the developer who created the wiki (in this case Reedy) is the correct person to contact. I have checkuser access because I'm on the en.wiki arbitration committee. However:

  • I never use it.
  • I don't understand how to use it.
  • I don't anticipate ever learning how to use it.
  • Because I'm listed as a CU, my comments about suspected sockpuppets have several times been misunderstood as "A Checkuser confirms a link between the two accounts..." or something similar.

You are mistaken, we do not put request of removal of advanced rights on hold, only sysop requests. Legal repercussions of access to certain rights are among the reasons that require we do not hesitate to remove them on request. In any case, it has never been standard practice. I also add that the standard practice has a purpose and if a request is clearly unrelated to the reasons we established that practices, we need not put it on hold. In this particular case, it doesn't matter either way; it's not done in anger, so I won't be changing my mind, but I also won't be using it (properly or improperly) in the next 24 hours - and, it's self-requested - so there won't be legal issues. I've had it for 6 months without using it, so I can have it for another day without problems. Been meaning to do this for a couple of months. Sorry, but all conditions of AAR had been met by 1 July. The user was notified on 1 June 2014 about possible removal. However, he did not participate in the subsequent discussion. See step 4 on AAR: this is the only process by which the rights may be removed by stewards. Since none of the process was followed, the rights cannot be removed. I know I'm being a bit legalistic about this, but in sensitive areas like rights removals, it is best for us to stick to the letter of the policy. --Rschen7754 20:23, 2 July 2014 (UTC)

The notifications are most definitely not the same: see [1] and [2]. And with rights removals, we have to follow the proper processes, because people are offended when we do not - both the person whose rights were removed, and the local communities who feel that stewards are overstepping. --Rschen7754 06:52, 3 July 2014 (UTC)
The notifications are not even remotely similar, and we should follow the proper processes, to ensure fair treatment to all and minimize resentment and drama. AAR is a sweeping intrusion into local wikis, with good reasons, but we should keep in mind its nature and proceed with caution. We're not in a real hurry, as this is the first round anyway. It's sad but I'm now sure that we are bureaucracy. The user is inactive for ages. In all of WMF wikis he used to be active in. I don't understand what is better in outdated notification from 2013's AAR ("…was adopted by community consensus recently" facepalm. Local policy requires 2/3 approval (66.6% of voters) to elect a bureaucrat. Derslek & previous bureaucrat got the status without such procedures at all, having it simply passed on.

Your community appoints its own bureaucrats, the process is yours, it is not up to stewards to intervene, nor to second guess the bureaucrat who assigned the rights. @Bermanya: I was pointing you to the page with the information process for AAR, nothing more. There is no application page, it is a process that the stewards look to kick off, and has no requirements of local communities. If the user has been absent for that length of time, then they should appear in our lists the next time around.

I love wikipedia and worked for the progress as bcrate and sysop. I am against familism and any type of discrimition. Ne.wikipedia is now dominated by particular family and their relatives. There is no consensus rule to give sysop and bcrat status, i was compelled to give sysop status a female contributor on the basis of her contributon to balance the situation and break the lobbies. We have applied here to revoke both the Admin and Bureaucrat right of Mr. Bhawani Gautam. We have made rules to give a contributor admin right but he intentionally misused his power and provided Admin right against the rules. We have some provision to revoke the power here.
