I request sysop access for the following reasons:

  1. The bureaucrat for the project, ArnoLagrange, appears to be inactive; he has made only 4 contributions this year and the last was on June 22.
  2. The only two administrators, Mencheperre and לערי ריינהארט, were last seen in 2006 and 2007, respectively.
  3. The project has an RfA-type faculty at wiktionary:eo:Vikivortaro diskuto:Administrantoj, but the timestamps of the last comments were made on 2006.
  4. I have been a trusted user of English Wikipedia since December 2006.
  5. There are pages on Esperanto Wiktionary that need administrator attention.

There's no need for stewards at :zea at this moment since stewards of :nl understand the language (It's a dialect of Dutch). If Bistromatic wants to be an opzichter (= sysop) on :zea he or she should make a request at the appropriate place: zea-wiki. ♠ Troefkaart 14:12, 5 September 2008 (UTC)

A few remarks regarding the request and comment by Guido:
  1. The project is not dead, several weeks ago it was not special if the 'recent changes' would have gaps of several days. More recently the project looks more active then before. Guido created a user account only a few days ago so probably he doesn't know how active the community was. Drawing the conclusion the project is dead because of the action of this admin is not correct.
  2. This request by Guido to promote user Bistromatic to become a bureaucrat seems strange to me. You cannot make somebody else a bureaucrat if the person involved doesn't indicate he/she wants to become a bureaucrat.
  3. Bistromatic is not blocked on the zea-wiki; the fact that Guido is blocked there doesn't stop Bistromatic from asking the community anything.
  4. If Bistromatic wants to become an admin or even a bureaucrat he can announce that on the zea-wiki and let the community decide.
  5. Bistromatic is currently not even an admin ('beheerder' as they are locally called) on the zea-wiki
  6. There is already a bureaucrat [1] on the zea-wiki so there is no need for a steward to take any action. Only if the community decides to make somebody an admin/bureaucrat and that person doesn't do anything the request can be put here.

As per policy, a wiki can have 2 Checkusers "at one time" or None, and since right now there is no CU on that wiki, we cannot give rights to one user only since its against policy..and Adrian has passed his RFCU but he cannot get the right because only when there are two "qualified" candidates, can a steward grant the CU access and it seems you have failed your RFCU, so at this time, i will agree with spacebirdy..a user must get 80% support and 25+ votes in support to pass and your CU request is 70.4% which is a fail...--Cometstyles 05:22, 12 September 2008 (UTC)

I have tried to get the wiki in this language going for 4 years unsuccessfully. Then I have started a discussion about its closure because I really do not believe it is going to work as long as the native speakers expect to be payed for any and all contribution. Some people supported my conclusion but there is a lot of people that simply do not want to see the truth, but cannot contribute either because they don't speak the language.

I am tired of going there and seeing if there is a mess to clean up. I am also tired of the stalemate and the implicit accusations at my person. Please undo my sysop status

Removal rights of Cato@en.wikiquote

Due to circumstances that Jimmy Wales and Cary and at least one other enquote checkuser are aware of, and events in the last couple of hours, please de-checkuser Cato on English Wikiquote.

I emphasize that this is a temporary action only to protect that project until its own users are in possession of the relevant information to decide what they wish, and in no way intended to impinge upon the sovreignty of that project. Unfortunately I cannot find anyone else better able to make that decision in light of events that are rapidly unfolding.

I will post a fuller explanation of this to Cary and Aphaia immediately, and to the wikiquote community hopefully tomorrow.

Notified: I carefully reviewed FT2's mail and agree on that this temporal removal may be beneficial to the project in entire in regard of concerns raised on the mail, while I personally trust on Cato as CU and think he hasn't abused his power until now. This temporal removal may ensure no abuse has been done by him, since none can abuse the power he doesn't possess.

He has only 17 edits in last year (only two in mainspace) and is not active at cs.wikipedia in any way. Now, he is checkuser only because Czech Wikipedians are not able to elect anybody else. See cs:Wikipedie:CheckUser/Hlasování/2008), where they unsuccessfully voted new checkuser because of Wikimol is not active.   • Per Checkuser#Access_to_CheckUser: On any wiki, there must be at least two users with CheckUser status, or none at all. Therefore it seems the CU access should be removed, per policy. Cirt (talk) 23:49, 6 September 2008 (UTC)
  • I know the mentioned rules, but: cs:User:Wikimol (the 2nd CU) has edited in last three months several times, every time concerning check user; in his last edit from Sept. 3rd 2008 [13] he mentioned, he is still following the matter and he will do (checking the logs, reading the page with requests etc.), stating to do it in the future as well (I can provide the translation of the whole); by the way, if I search for sul:Minalova so I get nearly nothing. I don't see a point in the temporary adminship, if I have to be the one coming back every couple of weeks or so and requesting extensions. The adminships are not only to lead the community, but for technical reasons as well (the main reason I nominated this user for adminship, since a recent update broke the way things are done, and I, the only admin, was busy at the time to fix it). At this point the community has decided that there is a need for this adminship (however small, there certainly IS a local community), and as far as I know the stewards are there to implement local community decisions (anyone is welcome to scrutinize the local policies and procedures). Temporary adminships can be for far longer than a couple of weeks, depending on the situation. 3 months is not at all uncommon. Thats a fair bit of time to get a lot of work done, and perhaps, build a community to support a permanent adminship. To amplify on what 'birdy's saying... an adminship is not given to "lead" a community by telling them what to do. But an admin, even a temporary one, can cause a community to come into existance where one was not present before. If there is leadership to be done it is leading by example... showing others who maybe stopped by briefly and did one or two edits, that there is a cadre of interested and active workers (even if it's a cadre of just one person at first) and thus encouraging them to get involved... and once they are, showing them the wiki way of cooperation, open-ness, consensus and creation of neat stuff to draw them in and make them feel welcome. that's leadership all right, but it's not the boss people around kind, it's far harder than that. ++Lar: t/c 20:51, 1 February 2008 (UTC)
I have no idea why we are talking about this here, but there was no misunderstanding to begin with, though it did seem to develop in the last two comments. The verb "lead" in my first reply was meant in the sense of "showing leadership" (by example, by actively engaging in the development of policies and procedures, helping newcomers, soliciting community opinions on controversies and so on), and not in the sense of "ruling" (I strongly disagree with birdy's definition of a sysop=solely_"janitor", and don't think anyone who doesn't have an established leadership presence in the community should be granted adminship, but that's beside the point here). Kylu suggested that the small size of the local community implies lack of necessity of an admin (no community, hence no need of leadership in the sense stated above). In response to this comment I explained the reason why I nominated this user, and why I'm against temp adminship. Lar says that the temp adminship may be requested for longer periods, though my experience has been that temp adminships are given for particular tasks. When the project was created, I asked for a temp adminship for one month for import from test project + "general sysop chores", and was given sysop rights for only two weeks. Then had to come back and ask again for temp adminship for "general sysop chores", which expired in another month. I know that some temp adminships are for periods of half a year or more, but they are generally for first projects in a language, for which there is a huge amount of sysop work even with no local community. This is not the case with hy.wikisource, which is quite an active project, even with a small community (wikisource doesn't require a large community to thrive). In hy.wikisource we have a very cooperative (although small) community, and there is a need for a sysop who can fix things fairly quickly when they are broken, without having to go through the whole meta-monster and the bureaucracy of requesting a temp adminship. And the community has measured the pros and cons and voted on it. So please implement the community decision by granting the sysop status to the user. ― Teak 08:23, 2 February 2008 (UTC)

I went over steward policies several times, and it doesn't look like such a decision belongs with the stewards. If there is a specific policy I'm not aware of, which specifically says that there must be a community of specific size to "support" a specific number of permanent sysops, please let me know. And in case there is such a policy, let's apply it universally to all projects. Otherwise, I've explained my position on the necessity of the admin, and have communicated the community decision. It's now up to the stewards to implement this decision by granting the status, or deny it on specific grounds. I'll raise this with the other stewards so I'm not acting unilaterally but time and time again, when the community is very small, when the votes are very few, I've seen other stewards decline to give permanent sysopship, and instead offer a long duration temporary. As of right now, I recuse myself from this matter. Another steward will have to grant or not grant you permanent sysophood, and if they decline to do so, and you eventually take the advice given and ask for a long duration temp, another steward will have to grant it... Permanent sysop access is not granted. The community is too small to have permanent sysops. (I know that in former times, stewards granted permanent sysopship/bureaucratship even in such small projects, but since this caused problems on some projects, we will not do that any more.) You can easily get a temp sysopship for (not more than) 6 months and then we will see if there will have grown a big enough community to change the status to permanent. If this is not the case, we will easily extend the temp sysopship for another (maximally) 6 months on request, and so on. If you agree to get temp sysopship, please state for how long you want and we will grant it. The 2008 Board Election Committee has agreed, based on experiences from 2007, that all non-Meta administrators would benefit significantly from having temporary administrator access until the end of the election. To quote Phillipe, who was on the Committee last year and again this year, "Last year during the election, there were times when we needed to protect (or edit protected pages) on meta. Since I wasn't an admin, I often needed to wait for someone else to come along...I should have had them. It would have made life easier". The scope of this temporary adminship, should it be granted, would be actions related to the position of Election Committee member, with no other administrator actions taken outside this scope (obviously).

I contacted Anthere, who initially announced the Committee members on behalf of the Board of Trustees in the Election Committee resolution, and the reply I got was "Yeah, makes sense. You should ask here: [RfP link]. I expect that adminship will be granted without any problems :-)". So, well, I'm posting here :) Cheers, Daniel 23:44, 16 March 2008 (UTC)

Hmm... I too thought it was till Sept 16 2008, if I was reading what M7 said at Meta:Requests_for_adminship#Philippe . Which is way past the election actually. It's quite frequent that the election results, counts, Q&A's, translations and so on will carry on for a while. Since all the involved users are well known and capable of duly taking care of their own sysop status, I opted for a quite long duration. --M/ 14:14, 22 March 2008 (UTC)

Sorry for the confusion on the page. User Kranch was added by another user after all voted for Sura and me.
