Reason(s): Ark25 is currently a user with permanent community ban on ro.wikipedia (since December 2016), who has used several known sockpuppets in his attempt to bypass the existing lock. Barecode was blocked on the same project indefinitely as a confirmed sock of Ark25, following the checkuser investigation carried out by stewards at meta. Meanwhile, Barecode was also blocked indefinitely from editing on en.wikipedia (not being here to build an encyclopedia, August 2022) and from editing his own talk page (used for doxing and personal attacks, September 2022). During October 2022, an increased number of autoblocks was registered at ro.wikipedia regarding IP addresses previously used by Barecode. The most recently observed autoblocks were: #25030 (Oct 21), #25042 (Oct 23), #25069 (Oct 26), #25087 (Oct 29) and #25125 (Nov 2). These could indicate an insistent comeback attempt on behalf of the banned user, possibly under a new sockpuppet account. Among the newly created accounts with very fast dynamics and unusually advanced skills for a beginner, Arwenz shows patterns of behavior very similar to those used in the past by Ark25. We have good reasons to believe that this account represents an evasion attempt and we need the technical confirmation of a checkuser in order to reinforce the ban and cancel all their edits, according to our local banning policy. QueerEcofeminist has been targetting harrassing me since many years now. He has misguided many editors about me on every Wiki. For him every sock is Sandesh (me). I have never used socks and no Wikipedia project has ever confirmed me as a sockpuppetor rather than the creation of a user account created by me in my native language. He has done the same with many users now. We have always assumed good faith in this editor but he never contributed to Marathi Wikipedia but always has been targeting harassing other users and giving threats to admins and beaurocrats on Marathi Wikipedia. He has misguided many users as socks and has made them blocked on English Wikipedia and commons. To be honest Wikipedia rules are not known to many new users and QEF just uses these rules to harass New editors. He is ignorant of Wikipedia Policies like Assuming Good faith and Universal code of conduct. This is incorrect or at least misleading. editors with few or absolutely no edits otherwise also voted Opposed. Here're 3 of the 6 opposing votes with their w:mr edit counts -

1. Maroti9860 -- 8 total edits starting 5 days before voting edit. 3 on voting page.
2. PradipShamraoAthavle -- 1 edit on voting page
3. PravinGanechari -- 4 edits. 2 edits on voting page including vote itself were not in Marathi, rather in Hindi and English. 2 other edits in March 2022.

Note: Similar Sockpuppetor alligations were done on me when I was on nomination of Adminship for Marathi Wikisource. Steward requests/Checkuser/2020-05#Fabian1117@mr.wikisource (that was also found negative). This has been on a trend now wherein the nominator first creates mess on local nominaton page threatening to go against local community consensus and take actions on local 'crats if they implement the community consensus of administrator nomination. Then put all the list who voted in favor for a CU Check. The nominator has disputes with many editors on Marathi Wikipedia and now they are requesting to using the CU tool on those users which is merely as a threat against another editor in their content dispute. Hi, and thank you for your answer. Sorry if I will be too long-winded in my analysis. The account ZZARZY223 has been created on commons.wikimedia in 2015 (October 14) and uploaded two files that were deleted sometime later. Then the user made four minor edits in two articles on ro.wikipedia between October 14 and November 5, in order to add those images. There are no other edits on that project until May 2019 and the account became a sleeper, waiting for a better fate. The main sockpuppeteer Ark25 had been blocked between July 2 and October 2, and continued to be inactive until December 4, 2015 – except for two edits on October 14! He already knew that he couldn’t hope for a positive future evolution, when he supposedly looked for a replacement solution. Then he was banned and blocked indefinitely in 2016 and he used several confirmed sockpuppets in his attempts to evade. After its reactivation in 2019, the account ZZARZY223 continued Ark25’s work on many articles, as may be seen in their Editor Interaction Analyser. On the other hand, during its short lifespan, their most recent sockpuppet Arwenz found the time and interest to create the redirect 'Bidon' targeting to article 'Canistră' created by ZZARZY223. Ark25 is now stale, but Arwenz and ZZARZY223 are still active on the same project and give us the opportunity for a direct technical confirmation of this analysis. --Pafsanias (talk) 18:53, 7 November 2022 (UTC)

@Sotiale: I strongly support this request. I'm the local sysop who blocked Arwenz. If there was any shade of a doubt in my mind that it's Ark25, then the (benign but long and unending...) monologuing going on over here proves it conclusively. While at first Arwenz pretended to not know Ark25, a day later he claims to be a friend of Ark25 who was solely introduced to wikiediting by Ark25. Long story short, this proves to me that he still doesn't understand why independently of each other, 2 wikicomunities have already banned him. He's a prolific wielder of clones, so your help in unmasking them would be much appreciated. There are striking similarities between Arwenz and ZZARZY223.  Declined It is technically impossible to compare two IP addresses to each other via CheckUser, because what CheckUsers see are the IP addresses of logged in users. Furthermore, checking between logged in users and an IP addresses would likely be declined as well, as results can't be disclosed without also disclosing the IP of the logged in user.
