Global bot status for Translation Notification Bot

The bot is trusted because it's a MediaWiki extension run by translation administrators. We've not requested global bot permission because most wikis don't care about such a small amount of edits, but the activity may increase and some wikis care more, so it would be useful. I know, of course this is a special case. If a wiki doesn't use global bots it means that it doesn't care, or it can handle the matter directly when feeling the need for it. The account doesn't perform any bot-like task and most importantly it's even less controversial than interwiki fixing because it only performs edits in user talks when requested by the affected users, and only when triggered by a translation administrator (those edits come under the translation administrator's account here on Meta), while interwikis can create conflicts in main namespace. Global Bots have the nominornewtalk userright, which means that edits on talk pages marked as minor edits will not trigger the orange "You have new messages" bar; so the user will not notice. The policies on different wikis are very different for this kind of botwork. And the policy-pages does not always tell very much about them. On svwiki, where I am mainly active, and who accepts Global bots, would, I think, prefer to see these kinds of edits in RC. Then, not only the affected users will be aware of the messages, but also any user who is watching the RC and other users who have the affected user_talks in the watch-list.
I am also active on svsource, who not accepts Global bots, and the policy is more or less the same there for this kind of bots. As long as the bot-userpage is filled with correct information, and as long as you are not flooding RC, you are free to edit without botflag. And I think this bot will never flood RC on a minor project. -- Lavallen 07:44, 26 October 2012 (UTC)
I agree with Ruslik. This is out of policy so we cannot grant the status here. If you really need the botflag, it would be better if the extension uses it itself, or to let the communities put a local bot flag if they judge it necessary. Regards, -- Quentinv57 (talk) 08:09, 26 October 2012 (UTC)
I think this is reasonable if (and only if) stewards agree that the global bot policy allows to do the edits this account does even without a bot flag, although of course nobody prevents projects from adding the flag themselves. (Such a closure statement for this request would be useful but this is already standard practice, cf. synchbot running under personal accounts.) --Nemo 11:24, 26 October 2012 (UTC)
Not done It's up to local communities and local community rules to decide whether this bot can operate unflagged or not. There's a significant number of wikis where this is not allowed. Stewards are not authorized, empowered or expected to expand the scope of global policies. We merely act upon them. Based on such, and the opinions voiced by several of my colleagues above, I have declined this request as the global bot policy is fairly strict and was approved precisely because of this factor.
