English: The first Tochigi Prefectural Government Office after moving to Utsunomiya (photo taken in 1885). "The prefectural government building was a three-story Western-style structure with a clock tower on the roof. It was visible from three directions, even at a distance. Unfortunately, however, on January 8, 1890, at 3:00 p.m., a fire broke out and the building burned to the ground. The building was built according to the order of prefectural governor Mishima, using superior timber and a sturdy foundation, and had a beautiful appearance like no other building in Kanto and Tohoku region, but the fact that it was destroyed by fire in a single day disappointed the people of Utsunomiya."
