Reallocate the wildcard expansion buffer until it's large enough

Fix handling of “PID” objects on localized machines

While there is a language-agnostic function to add PDH counters,
there is no way to enumerate system counters in a language-agnostic
fashion.

This fix works around this issue by first translating the language-
agnostic counter pattern, and then using the localized pattern to
enumerate localized system counters.

This adds some complexity to the code adding “PID” objects, but
fortunately, it doesn't add any significant overhead once all
counters have been initialized.
