Polis

Suçun işlenmeden önlenmesi çalışmaları, modern toplumlarda kolluk kuvvetlerinin asli vazifeleri arasında ön plana çıkan görevleri arasındadır. Suçun önlenmesi anlamına gelen proaktif polislik, polisin suç işlenmeden önce harekete geçmesidir. Bu tür polislik, suçla  mücadele herkesin sorumluluğu temeline dayanan çok kurumlu yaklaşım ve suçu sosyal bir problem olarak algılayıp kontrolünü de sosyal yöntemlerle mümkün gören önleme stratejilerini de içinde barındıran bir yöntemdir. Bu nedenle, suçla mücadele sorumluluğu, ilgili diğer resmi kurumlar, sivil toplum kuruluşları ve daha genel olarak halkla paylaşılmaktadır. Bu çalışmada, Toplum Destekli Polislik (TDP) tanımı yapılmış, TDP ortaya çıkışını hazırlayan nedenler ve TDP faaliyetlerinde yöneticilerin rolü belirtilmiş ve TDP faaliyetlerinin faydalarına ilişkin bölüm yazarının bir süre müdürlüğünü yaptığı Diyarbakır TDP Şubesinde kendisinin ve şube personelinin yaşamış olduğu bazı anılara örnek olarak yer verilmiştir. Bahse konu anılarda; toplumda yaşanan bütün sorunları kendi sorunları olarak gören, okula gidemeyen bir çocuğun acısını içinde duyan, evinde şiddet gören kadının feryadını, mağduriyet yaşayan bir ailenin ve sokaklarda yaşama mecburiyetinde kalan kimsesizlerin acısını yüreğinde duyan, sadece bir olay meydana geldiğinde olaya müdahale eden değil, her zaman vatandaşların dertlerine ortak olan, hastalandıklarında geçmiş olsun ziyaretine giden, vefat etmeleri durumunda yakınlarının acılarını paylaşmak için taziye ziyaretinde bulunan, halkın bayramlarına ve özel günlerine katılarak onlarla bütünleşmeye çalışan, suça bulaşan veya bulaşma riski yüksek olan çocuk ve gençlerin tespit edilerek onların nasıl meslek sahibi yapılmaya çalışıldığı ve benzeri konular anlatılmıştır.

Krizler, örgütlerin önleme ve uyum mekanizmalarını yetersiz hale getirerek mevcut değerlerini, amaçlarını ve varsayımlarını tehdit eden ve bu tehditlere karşı acele cevap verilmesini zorunlu kılan, gerginlik verici durumlardır. Krizler ve önemli olaylar çoğu kez beklenmedik olaylar olarak tabir edilir ve güvenlik güçlerinin rutin görevleri dışında nadiren karşılaştıkları olaylardır. Gerek beklenme-dik oluşları gerekse önceden gerekli hazırlıkların yapılmamış olması gibi nedenlerle toplum içerisinde olumsuz etkileri olabilir ve iyi yönetilmediği takdirde toplum düzenini bozabileceğinden tamiri oldukça zordur ve uzun yıllar sürebilir. Toplumun huzur ve güvenliğini sağlamak için gece gündüz çalışan güvenlik güçlerinin, krizlerin hayatın bir gerçeği olduğunu ve herhangi bir zamanda herhangi bir yerde karşısına çıkabileceğini, bu sebeple günlük rutin görevlerle mücadele ederken beklenmedik olaylara da hazırlıklı olmaları gerektiğini akıllarından çıkarmamaları gerekmektedir. Bu çalışmada, kriz ve önemli olayların polis için ne demek olduğu, bir süreç olarak krizlerin nasıl yönetilmesi gerektiği, geleneksel krizlerin dışında modern ve gelecekteki krizlerin yönetiminin nasıl bir bakış açısıyla ele alınması gerektiği hususları irdelenecektir. Krizlerin olumsuz etkilerinin azaltılması konusunda farklı görüşler değerlendirilecek ve etkili bir liderlik yöne-timi ile krize girmiş veya kriz riski taşıyan örgütlerin en az hasarla krizden nasıl çıkabileceği hususu tartışılacaktır. Güvenlik hizmetlerinde, özellikle poliste, kriz yönetimi süreci değerlendirilecektir. Diğer taraftan, genellikle olumsuz bir kav-ram olarak görülse de iyi yönetildiğinde krizlerin örgütler için korkulacak bir durum olmaktan çıkabileceği, gerek toplum gerekse de kurum ve çalışanlar için bir fırsat olabileceği hususu tartışılacaktır.

The article takes a look at some historiographical perspectives that have conditioned the studies on the Greek polis during the last decades, paying particular attention to the concept of consumption city impelled by Moses Finley, following Werner Sombart and Max Weber, and the criticisms on this notion elaborated by Mogens Hansen within the Copenhagen Polis Center. A review of Sombart’s formulation on the consumption city, which is Weber’s point of departure taken up by Finley in proposing that the ancient city was a city of consumers, allows Hansen to conjecture that the polis does not fit into this model. Indeed, it is based on a distribution of the population between countryside and town that is not in line with what recent archaeological surveys have shown in relation to the polis. On the basis of this, the notion of Normalpolis, promoted by John Bintliff but originally enunciated by Eberhard Ruschenbusch, and certain ideas of Aristotle, on the inclusion of peasant population in the politeia, are reconsidered to understand the relationships between population, territory, and political models that were probably characteristic of the structure of most poleis.

Con frecuencia se confunde polis con ciudad, algo que es lógico pues ya sucedía en la Antigüedad, cuando a Plutarco sin embargo le llamaba la atención que en su tierra existieran aún poleis que no eran ciudades. Un análisis histórico que tenga en cuenta el desarrollo de las instituciones económicas, y muy en particular la del mercado, nos permite ver la lógica del desarrollo a medida que los emporios, lugres excepcionales de contacto con el exterior y que están en la base de la economía de mercado, se van aproximando primero e introduciéndose después en el marco de las sedes sacralizadas de las comunidades dirigidas por sus guerreros.

The right to defense forms the basis of the Criminal Procedure Law. The right to a legal hearing and the fair trial principle is one of the important principles of the law. As a requirement of the legal security principle, these principles are important in Criminal Procedure Law. Many rights and principles are related to each other in criminal proceedings. Violation of the right to defense will also indirectly violate the principle of fair trial. In this study, the issue of defending the right of defense of the counsel and thus violation of the right to a fair trial was studied. The consequences of the violation of the right to defense were emphasized. High court decision examples were given. It was examined under the relevant articles of the ECHR Convention.

En el presente artículo (publicado el 17 de octubre de 2017 en la Revista Éufrates) se analizan las principales ideas reflejadas en el Discurso de Pericles, recogido por Tucídides en el Libro II de la Historia de la Guerra del Peloponeso. Su relevancia reside en ser el primer manifiesto de la teoría democrática.

Për të kuptuar dukuritë aktuale, një çështje më duket thelbësore: të dihet që nëse trashëgimia historike dhe identitetet kulturore, nëse nuk justifikojnë, të paktën shpjegojnë, sadopak në mënyrë të arsyeshme, konfliktet etnike dhe nacionalizmin apo, në të kundërt, shërbejnë thjesht për të përcaktuar dhe, në rastin më të mirë, për të racionalizuar marrëdhëniet ndëretnike midis grupeve sociale.

Traditionally, law enforcement agencies have had an unfriendly relationship with technology. However, there is no way one can ignore and/or resist the adoption of new technologies any longer since recent developments in information technology have changed the attitudes and perceptions of police forces as well as criminals. The technological advances over the years have provided law enforcement agencies new perspectives and considerations beyond the traditional methods and opportunities to utilize a wide range of innovations in different contexts. The recent innovations and implementations which increase the efficiency and effectiveness of policing including network analysis, GIS, crime mapping, biometrics, fingerprints, DNA research, facial recognition, speech recognition, social media policing, shotspotter detection system, and CCTV are detailed in this study.

Her ne kadar 21. yüzyıl uzaktan iletişim çağı olarak adlandırılsa da, kurumlar ve şirketler için vazgeçilmez olan yüzyüze iletişim ve karar alma mekanizması olan toplantıların geçerliliği ve vazgeçilmezliği devam etmektedir. Her geçen gün daha da değerlenen zamanı en verimli şekilde kullanabilmek ve katılımcılarca genellikle zaman kaybı olarak görülen toplantıların verimliliğini artırabilmek için etkili toplantılar yapabilmenin yollarını araştırmak ve toplantı çeşitleri, katılımcıların rolleri ve fonksiyonları, toplantı zamanlarının ve içeriklerinin belirlenmesi gibi başlıklar bu yazının incelemeye çalıştığı konuları oluşturmaktadır. Kamu ve özel sektörde çalışan herkesin gündelik iş hayatının belirli bir zamanını alan toplantıların bir zaman kaybı olarak görülmesinin engellenmesi için toplantı yöneticisi, toplantı katılımcısı gibi tüm tarafların ortak bir anlayışla en verimli şekilde toplantılarda rol almasını sağlamak da yazının bir diğer amacıdır.

Stratejik istihbarat, oldukça önemli bir araç olmasına rağmen, taktik / operasyonel istihbarat kadar kullanılmamaktadır. Bunun nedenleri arasında, stratejik istihbaratın tam anlamıyla bilinememesi ve anlaşılamaması gelmektedir. Ayrıca politikacılar, üst düzey karar vericiler ve yöneticiler daha çok günlük olaylara ve hemen yanıt gelebilecek kısa vadeli (getirileri olan) bilgilere ilgi duyduklarından, stratejik bilgi ve istihbarat ihmal edilmiştir. Önemi anlaşılmış ve kabullenilmiş olsa dahi sonuçlarının kısa sürede alınamaması nedeniyle çok tercih edilmemektedir. Dolayısıyla, stratejik düşünmenin yerini taktik/operasyonel düşünmeler ve istihbaratlar almış, bu da stratejik yaklaşım gerektiren sorunların çözülememesine neden olmuştur. Stratejik istihbarat, karar verme makamını beslemeyi ve desteklemeyi, bir konu ile ilgili büyük resmi görebilmeyi ve gelecekle ilgili tahminler sağlayarak planlar yapabilmeyi sağlamaktadır. Stratejik istihbarat, dış istihbaratta kullanılabildiği gibi iç istihbaratta da etkili bir şekilde kullanılabilmektedir. Bu bağlamda stratejik istihbarat, kolluk kuvvetlerinin kullanabileceği etkili ve önemli bir araçtır. Bu çalışmada stratejik istihbaratın ne olduğu ve ne tür bilgiler içerdiği ve diğer istihbarat çeşitleriyle arasındaki farkların neler olduğundan bahsedilmekte, örneklemeler yapılarak konuya açıklık getirilmektedir. Stratejik istihbarat çarkı ve analiz teknikleri de kısaca sunulduktan sonra, genel bir değerlendirme yapılarak çalışma sonlandırılmıştır. Mevcut çalışmada, stratejik istihbarat ile ilgili operatif ve uygulama yerine, genel ve teorik (kavramsal ve kuramsal) bilgiler verilmiştir.

Hannah Arendt se pregunta ¿cuál es el sentido de la política? Y si es lícito plantear si ésta aún tiene sentido. Estos interrogantes los formula sobre la base de dos eventos históricos que marcaron a la escritora. Primero, la experiencia de los totalitarismos; segundo, el desarrollo de modernas posibilidades de aniquilamiento -total-. El trabajo pretende estudiar las característica principales del pensamiento de Arendt sobre estos postulados, en su texto "¿Qué es la política?".

The construction of the Greek polis is a very complex process that coincides with the definition of the civic body according to symbolic systems that regulate the relations between state, individuals and social groups. The Greek world, through rituals and religious practices such as sacrifice, has tried to focus the civil society schema in crystallized forms developed by searching for the best constitution to ensure stability and
continuity to the polis. This yearning for a stable and non-corruptible system is visible not only in political society but also in the physical form of the polis, the asty. This article aims to support this vision through the
analysis of a number of aspects, such as the construction and foundation procedures of the Hippodamean city, the land division, the practice of sacrifice and the role of mageiroi in the division and distribution of sacrificial meat, investigated through the integrated reading of literary, archaeological and iconographic sources.

Özet
Hayatın her anı zorluklarla doludur. İnsanlar ve insanlar tarafından oluşturulan organizasyonel yapılar bu zorluklarla baş edebildiği, problemleri yönetebildikleri ölçüde ayakta kalmış ve sürdürülebilir bir başarı elde edebilmişlerdir. Problemler temelde bireyleri ve kurumları geliştiren, güçlendiren, olgunlaştıran ve çıkartılan derslerle geleceğe emin adımlarla yürümeyi sağlayan dönemeçlerdir. Problem çözme becerisi de öğrenilebilir ve geliştirilebilir bir beceridir. Bireylerin kişisel gelişim yönünden, yöneticilerin de başta insan kaynakları yönetimi olmak üzere her türlü yönetim biçimi açısından problem çözmenin aşamalarını ve temel bazı problem çözme tekniklerini öğrenmelerinde yarar vardır. Polislik mesleği, stres düzeyi yüksek bir meslek olması dolayısıyla bu beceriye en çok ihtiyaç duyan mesleklerin başında gelmektedir. Polis, mesleğin doğası gereği toplumda huzursuzluk çıkaran problemli insanlarla uğraşırken aynı zamanda ülkedeki her türlü kriz ve çatışma durumunun ilk müdahale edicisi konumundadır. Mesleğin hiye-rarşik bir yönetim sistemi içerisinde icra edildiği düşünüldüğünde polis amirleri-nin personel yönetimi ve güvenlik yönetimi bağlamında problem çözme becerisi-ne ne denli ihtiyaç duydukları anlaşılmaktadır. Bu çalışmada problemin algılama biçimi, problem çözme aşamaları ile beyin fırtınası, balık kılçığı diyagramı, pareto analizi, altı şapkalı düşünme tekniği, kuvvet-alan analizi ve SWOT analizinden oluşan problem çözme tekniklerine yer verilmiştir.

Özet
Kapalı Devre Televizyon Sistemleri (KDTS), görüntü, kayıt sistemleri, trafik düzenine yönelik gelişen teknolojik akıllı sistemler ve bunların birbirleriyle uyumu yıllar içerisinde gelişerek günümüz polisliğinde Kent Güvenlik Yönetim Sistemi (KGYS) adı ve anlayışıyla kurumsallaşmıştır. Bu kapsamda bu çalışma ülkemizde Bemtap, MOBESE ve farklı kent güvenlik anlayışlarımızın dünya güvenlik sistemlerinin de etkisiyle geliştirdiği Kent Güvenlik Yönetim Sistemi anlayışını ana hatlarıyla anlatılmaktadır. KGYS bünyesinde yer alan bütünleşik sistemleri ve birbirleriyle olan ilişkileri kısaca açıklamaktadır. Bu amaca yönelik olarak yazarlarca Ankara KGYS, İngiltere Birmingham ve Londra River side KGYS kontrol odaları ziyaret edilerek incelenmiş ve yetkilileriyle yüz yüze mülakatlar yapılmıştır. Bu çalışmada Türkçe ve İngilizce literatür taranmakta; ülkemizdeki uygulamalar örnek yönleri itibariyle ele alınmakta, İzmir ve Konya KGYS yöneticileriyle görüşülerek güncellenmiş tespitler sunulmaktadır. Bu çalışma özetle KGYS kavramını, avantaj - dezavantajlarını, yurt içi-dışı uygulamalarını, halk algısını, hukuki boyutunu ve eleştirilen yönlerini araştırmalar çerçevesinde ele almakta; KGYS üzerine edinilmiş değerlendirme ve tavsiyelerle sonuçlanmaktadır. Bu çalışmayla güvenlik yöneticilerinin KGYS anlayışlarının gelişimine katkı sağlanması amaçlanmakta ve böylelikle üretilen güvenlik hizmet
kalitesinin yükseltilmesi hedeflenmektedir.

The Cypriot Politeia of Aristotle and Royal Power in Cyprus
There are just a few remained fragments of Aristotle's lost Cypriot politeia in the excerpts of later periods. It is worth noting, that all these extracts are anyway devoted to the problem of royal power (one explains the difference between the terms basileus and anax and another one gives some information concerning some particular personalities from the royal dynasty of Pafos); we should also take into account the one fragment from Politics, where he mentions a complot against Evagoras I the Salaminian.
Some interesting traits connect “political” works of Stagiritus with Cyprus: his friendship with Eudemus the Cypriot, the devotion of Protrepticus to Cypriot ruler Themison, Clearchus from Soloi as Aristotle's student in the Lyceum and Theophrastus, who also turned his attention to the phenomenon of royal power in Cyprus – not to mention Isocrates' Orationes and other facts of the late 5th – 4th centuries B. C. , which made the island closer to a number of Athenian intellectuals and politics of than time.
Both works of Aristotle devoted to megalonesoi (Crete and Cyprus) were named in a quite similar manner, i.e. Ton Cyprion politeia and Ton Creton politeia – that means that without going deep in the details and peculiarities connected with each individual polity, the author deals with common features of all the polities in these islands (seen from aside Cypriot polities looked much similar to each other, as like as Cretan ones did).
It is possible to suppose that it was namely the unique institute of royal power which attracted Aristotle's attention in Cyprus, so some general thoughts made in his Politics could be deduces by taking into account Cypriot political reality – and it is probably the passage where the Stagirite defines several types of royal power (Arist. Polit. ΙΙΙ. 12-14, 1285 b). When the philosopher deals with the royal power of the heroic times, it fits well to Cypriot realia known both from archaeological evidences and written tradition: military function of Cypriot kings as war-leaders, their close connection with cult (as king-priests in Pafos of elsewhere), scepters as signs of power, and especially important role as patrons of crafts (first of all mining bronze-production and metallworking).

Özet
Son yıllarda dünyada iletişim araçlarında yaşanan değişim ve gelişmeler, iletişim kavramın gerek örgütler gerekse bireyler açısından bir kere daha düşünülmesini zorunlu hale getirmiştir. Bu çalışmanın temel amacı, örgütsel iletişimin temellerinden birini oluşturan ast üst ilişkilerine yönelik mevcut yaklaşımların yanı sıra yeni yaklaşımlar ortaya koymaktır. Bu çalışma iki ana bölümden oluşmaktadır. Birinci bölümde; örgüt ve iletişim ile ilgili kavramsal bir takım açıklamalar yapıldıktan sonra iç güvenlik örgütlerinden biri olan emniyet teşkilatının örgütsel yapısı, personel durumu ve hiyerarşik yapısı incelenmektedir. İkinci bölüm ise emniyet örgütünde kullanılan örgütsel iletişim araçları, hiyerarşik yapının gerekliliği, ast üst ilişkilerinde iletişimin önemi ve yaşanan sorunların belirlenmesi ve bu sorunların ortadan kaldırılabilmesi için sunulan bir takım empati, etkili dinleme, etkili konuşma gibi temel iletişim becerilerine yönelik önerilerden oluşmaktadır. Sonuç olarak polis örgütündeki ast-üst ilişkileri özelinde, etkili bir örgütsel iletişime sahip örgütlerin, personel üzerinde daha fazla motivasyon sağlayabileceği, örgütsel hedeflere ulaşmada ve verimliliğin arttırılmasını personel memnuniyetini koruyarak gerçekleştirebileceği ve bu amaçla alınması gereken önlemler ortaya koyulmaya çalışılmıştır.

The writings of Marcus Tullius Cicero are often referred to by natural law theorists. But how do various points of Cicero’s philosophy of law—and of religion, justice, and the state—compare with similar themes from Aristotle and St. Thomas Aquinas? In this paper, I suggest a Thomistic-Aristotelian reading of Cicero as a way to contextualize and supplement the Roman philosopher’s work with more robust insights from Aristotle and St. Thomas, and especially from Aristotle as interpreted by St. Thomas in the later light of the Incarnation. I also show that Cicero’s natural law philosophy is inconsistent when taken on its own terms. Therefore, Cicero’s natural law philosophy—as well as his philosophy of religion, justice, and the state—should be subjected to a more critical examination by natural law scholars today.

This article examines Aristophanes’ Clouds within the framework of the ritual events of the Great Dionysia, drawing parallels between those events and various textual and performative aspects of the play. It is argued that scholarship to date has largely subordinated the play’s ritual aspects, examination of which reveals that in fact Aristophanes has crafted a vigorous
defense of polis religion against the ‘new thinking’ and ‘new gods’ represented by the play’s foil, Socrates.

RESUMO:

Poucas palavras no mundo contemporâneo conquistaram tamanha difusão quanto a expressão ecologia. Embalado pelo avanço do ideal ambientalista, o termo, além da crescente sinonímia com a conservação da natureza, foi também granjeado de uma série de significados representativos de acepções que inclusive, se contrapõem ao próprio contexto sociocultural no qual nasce a palavra, qual seja, o mundo da Grécia arcaica. Com efeito, oikos na Grécia Homérica, se referia a uma unidade autossuficiente de produção e consumo, dessimetricamente estruturada em camadas sociais, perpassada por relações de poder e socialmente crivada por relações desiguais. Ademais, ao oikos não eram estranhos os conflitos e as contradições, emblematicamente representados na escravidão e na guerra. Contudo, desde o princípio a terminologia defrontou-se com interpelações ideacionadas preocupadas em construir percepções de cunho naturalizante, expurgadas de contradições sociais e das oposições político-econômicas. Lançando mão de uma visão harmônica, tal interpretação se prestou a asserções mistificadoras da relação entre sociedade e natureza, assim como de fabulações voltadas para mascarar os conflitos que atravessam o relacionamento mantido pelos homens entre si. Neste sentido, o texto que segue tem por meta avaliar os significados originais da palavra ecologia; analisar o ambiente social e histórico em cujo seio irrompe; decodificar suas conexões com a questão ambiental, e sumamente, listar as implicações expostas por uma análise que em princípio fundando-se num atalho etimológico, busca explicitar as variáveis em jogo no pensamento ambientalista contemporâneo.

ECO-LOGY: BEYOND THE "HOUSE STUDY"

ABSTRACT:

Few words in the contemporary world have achieved such dissemination as the expression ecology. Developed by the advancement of the environmental ideals, the term, in addition to the growing synonymy with the conservation of nature was also cultivated with representative meanings of meanings that even, are opposed to the sociology-cultural context in which comes from the word, that is, Archaic Greece. As a result, Oikos in The Greek Dark Ages was referring to a self-sufficient unit of production and consumption, an asymmetrically structured in social strata, fraught with power relations and socially screened by unequal relations. In addition to the Oikos, they were not unusual the conflicts and contradictions, represented in slavery and the war. But, since the beginning of the terminology, it was faced with idealization concerns to build perceptions of naturalizing conception, purged of social contradictions and political-economic oppositions. By manipulating a harmonic vision, this interpretation has a claim of mystifying affirmations of the relationship between society and nature, as well as of conspiratorial strategies aimed to mask the conflicts that cross the relationship maintained by men among themselves. In this sense, the text that follows has the main aim to evaluate the original meanings of the word ecology; analyse the social environment and history in which core it erupts; decode its connections with the environmental issue and supremely, list the implications exposed by an analysis that in principle by founding an etymological short cut , seeks to clarify the variables at the contemporary environmental thought.

Este libro propone un estudio de la pólis griega indagando los problemas conexos de los orígenes de la ciudad y sus estructuras de funcionamiento, así como los diversos enfoques forjados por los especialistas para dar cuenta de estos aspectos. Se analiza la pólis en el marco general de la historia grecorromana, apelando al modelo de la ciudad antigua, su formación, su funcionamiento político-institucional y sus condiciones agrarias, económicas y sociales. Se estudia asimismo el papel de la aldea, abordando el problema de cuáles son los conceptos más adecuados para interpretar a los labradores helénicos, así como los vínculos entre la aldea y la ciudad y el lugar que la primera pasa a ocupar una vez ocurrido el surgimiento de la pólis. Por último, se indaga la invención de la política y la democracia, dando un encuadre diferente, y a la vez complementario, de la emergencia de la pólis como forma estatal cuyas prácticas se organizan bajo una lógica política.
