Post-Conflict Needs Assessments and Transitional Results Frameworks Critical PCNA TRF Guidance| Pre-Assessment | Assessment and Analysis | Prioritization, Validation and Reporting | Implementation and Monitoring | Past Experience with Needs Assessments | Partnerships The outcomes of the pre-assessment will be: (1) identification of key objectives and outcomes of the assessment exercise, including political consensus around the scope of the PCNA, identification of thematic clusters and cross-cutting issues to be looked at and determination of the geographical areas to be included in the PCNA (as appropriate) -- all communicated in the agreed Concept Note; (2) the development of a data platform with a special emphasis on conflict and risk analysis; and (3)devising working methods for the PCNA, with special focus on consultative process and participation of local and international partners. The pre-assessment will also allow for a series of administrative steps required to launch the assessment fieldwork: establishment of PCNA secretariat; establishment of Core Coordination Group (CCG); selection of technical experts; communication strategy; and development of necessary funding mechanisms and agreements. |

Creating a Core Coordination Group (CCG) by: UN/WB
2008
A Core Coordination Group (CCG) should be established to provide oversight and overall strategic guidance to execute the PCNA. It should be a small, focused group that brings together senior representatives from the national partners, the UN, the European Commission, the World Bank, Regional Development Banks, core donors, and possibly regional political bodies. The CCG is the principal decision-making body for the PCNA and deals with issues of timing, purpose, scope of work, and the involvement of national stakeholders. Additional CCG responsibilities might include: agreeing on priorities and the overall direction of the PCNA process, including the time-line and work plan, and communicating them to key stake holders; providing periodic guidance to the lead PCNA institutions as and when needed and supporting effective implementation of the TRF; reviewing and endorsing PCNA reports; ensuring funding for the PCNA process; and providing advice on the timing and format of the international donor conference. The CCG terms of reference should be tailored to the country context and reflect the terms of the PCNA concept note.

UN/WB Joint Programme Documents for PCNAs
In 2006, the UN and World Bank negotiated an agreed set of template documents to put in place the financial and legal arrangements for joint programmes for PCNAs (but also applicable to other scenarios). The UN/WB Joint Programme templates for Post Conflict Needs Assessments provides an agreed streamlined mechanism through which donors can contribute resources for needs
assessments, allowing UNDP (acting as Administrative Agent for the UNDG) to pass funds through to the World Bank as it does for other agencies.
The package includes: Standard MOU template for a PCNA Joint Programme; Joint Programme Document template for a PCNA Joint Programme; Budget Workbook template for a PCNA Joint Programme; and mock-up of "Country X" Joint Programme Document for an imaginary PCNA.
