Final Recommendations

Key Challenges: M&E; in the Context of C4D

  • Need for clarity on the specific C4D components within an organizational framework and its related accountability
  • Lack of clarity between programmatic impact indicators and communication indicators
  • Lack of awareness, understanding and capacity of M&E; in C4D. Need for close and regular coordination and collaboration between C4D, M&E; and Programmestaff working together in both analyzing situation, planning, implementing, evaluating.
  • Bureaucratic expectations: Funding cycle, Program cycle, Reporting Cycle

Key Challenges: Institutionalization

  • Inconsistent practice of C4D within the UN system (impacts leadership & allocation of resources –human, finances)
  • Competing institutional priorities and approaches (normative values)
  • Lack of awareness, understanding & clarity across all levels (role, function, value)

Recommendations: M&E;

1. By the end of 2010, an interagency working group to develop a common M&E; framework for C4D. Key steps include:

  • Compilation and synthesis of sets of indicators and methodologies
  • Compilation and synthesis of drafts and existing guidelines and tools
  • Documentation of existing M&E; frameworks
  • Agreed spectrum of approaches across all agencies.

2. Each agency reviews how M&E; for C4D could be integrated into their existing national capacity development activities.

Recommendations: Institutionalization

1. Develop a UNRT advocacy strategy for C4D (i.e. packaging the product) –including:

  • documenting good practices in key C4D programs (e.g. Rwanda, Pakistan and others) and distributing to key actors effectively
  • producing the UN C4D booklet (UNDP,ILO, UNICEF, UNESCO, WB)

2. Provide a common learning framework on C4D –able to enhance UN capacities as well as government and external actors (UNICEF, ITC-ILO, UNDP, ILO, WB, FAO)

  • developing an interagency KM platform on C4D (UNDP)

3. Articulate and promote C4D at country/regional level (UNESCO, WB, UNFPA, UNECA, WHO/PAHO, UNCDF)

4. Coordinate more closely with other inter-agency mechanisms, including:

  • UNDG (engage w/ director -UNDP-OGC)
  • UNCG (C4D on next agenda –UNFPA, UNCDF)
  • UNEG
  • Web4Dev
