Prioritization

To be effective –- and to create the TRF -- the key leaders agree at the outset of the PCNA on the main issues that require immediate attention in order to help stabilize the country and foster recovery. Prioritization then takes place at three stages in the process: during the pre-assessment, when the key leaders have these early discussions and define the "strategic peacebuilding storyline"; at the cluster level during the assessment fieldwork; and at the synthesis report level. This prioritization is essential in order to create a TRF that is truly selective.

This Guidance and Good Practice Note updates the January 2005 "Operational Note on transitional results Matrices: Using Results-Based Frameworks in Fragile States" issued jointly by the World Bank and the United Nations Development Group. It provides help to teams who are working to define key milestones such as the selective group of priority actions and outcomes and their financial implications that are agreed to be essential for recovery. It also offers a platform that national and international stakeholders can use to align their efforts and programmes.
