It involves reviewing key results of the pre-assessment including a strong focus on the conflict and political risk issues; getting clear guidance from senior leaders on the criteria and process for trade-offs and prioritization; and sessions to familiarize participants with the common methodology, including technical sessions on TRF, costing methodology, and cross-cutting issues (both sensitization and how to operationalize these issues in clusters). At this point agreements are reached on time-lines, deliverables and cluster work plans, including mission schedules and inter-cluster links. |
