I won't be able to attend due to being on a plane over the middle of the Pacific, but I think I made my position pretty clear in T118932#1929638.

I've already started generalizing our CI infra by renaming all the "zend" jobs to "php53", in preparation for a new zend version we want to run tests against. And I'm happy to help with the implementation of this RfC, especially on the CI side.
