Usage

Tag parent categories with {{Container category/doc}} to inform editors that they should remain relatively empty. The categories will be added to the tracking category Category:Container categories.

{{Container category|strong=yes}} sets "mainly" to "only" and removes the clause at the end indicating that a limited number of pages are allowed.
