Although People's Republic of China has attained the rapid economic growth by its policy of "reform and opening-up" since 1978, this policy widened economic disparities between the urban and rural areas. It is the poor children who suffer from this economic disparity against the rich. At least 1,470,000 children do not attend school in China, especially the internal minority region. If we add the children of rural migrant, this number will increase. To deal with this severe educational situation with which poor Chinese children confront, some Foundations, which are one kind of NPO, have supported the education. With the educational support project, the Foundations have gained confidence from the political leaders like Deng Xiaoping and succeeded to expand their project into the whole of country. In this article, I will show the reason why the Foundations had succeeded to expand the educational projects in China, and examine their pioneer work to establish the system of redistribution of resources, which is the main job for public sector in China.
