- 2. Ineffective Primary health care systems leading to exponential rise in mortality rate Alarming status of primary health centers A. Absenteeism in staff and lack of skilled doctors • It becomes very difficult to monitor the appointed staff regularly due to remote locations. • Doctors are not motivated to go and settle in these remote areas due to lack of basic facilities like education, connectivity etc. B. Poor quality of diagnostic instruments and other medical aid does not reach all the PHCs • Due to lack of connectivity C. Lack of awareness among people • Due to demographic and geographic constraints it becomes difficult to make people aware of the benefits of the on going primary health services.

Collaboration of public and private sectors to implement cost effective primary health services Implementation Model Advantages over existing system • Extremely low cost and fungible primary health centers • PHCs controlled by interns and graduate medical students working under the supervision of retired doctors doing the part time job. • Requirements of all the employers will be funded by the public sector and other facilities by the private sector. • BPL people will free avail medical services. Other will be treated at minimum possible cost. • Network of volunteers from the respective locality for awareness program (to minimize the communication barrier and increase employment). • Providing training to nurses from same locality in government medical institutes. • Collaboration of the two sectors in such a way that public sector provides financial help whereas private sector looks after the services. •Primary health services are accessible in minimal cost. Doctors will be recruited through online and offline channel Need of skill assessment • Number of doctors will be appointed depending on the requirement of each block. • Direct recruitment of local specialized doctors. • Making it compulsory for every student in the medical institutes to provide services as an intern. Recruitment of volunteers • Direct recruitment from NGOs. • Direct recruitment of the volunteers based on their exposure to the services needed. • Local nurses will be trained by the nearby medical institutes. Awareness Building • Media and Offline campaigning will be used for volunteer and doctors’ recruitment. • Using posters and banners in widely used places.
