The One Leader pillar is pivotal in strategically positioning United Nations support to countries to reach their development goals and is a critical factor enabling UN Country Teams to work together (e.g. on programming and resource allocations). Under the One Leader, the Resident Coordinator and the UN Country Team act as one leadership. The one leadership contributes to the reduction of transaction costs, duplication, fragmentation and competition for funds; it enhances strategic dialogue on development and the positioning of the UN with the host-country authorities at the highest level; it strengthens the capacity for strategic approaches; it plays a central role in driving forward the programme of reform and constitutes a critical factor enabling UN Country Teams to work together on programming and resource allocation. |
