Programming Reference Guide

Welcome to the web-based UNDG Programme Reference Guide. The Reference Guide captures all UNDG-approved programming policies, which are common to the members of the UNDG and, in some cases, the Executive Committee (ExCom) agencies of the UNDG. They cover programming in development situations, as well as in conflict, disaster, and transition situations.

This section offers a user-friendly, “one-stop shop” to help you find up-to-date information about UNDG programme policies and procedures. Documents that are not approved policies and procedures, but that do offer useful experiences and lessons as well as learning resources are available under the Tools and Training tab in each section.

The information in these pages is structured to follow a strategic programming process. It begins with programming policies and procedures that relate to the goals of UN cooperation at country level – the MD & MDGs, and other internationally agreed obligations and development goals. The next pages follow logically, and offer policies and procedures related to:

Programming policies and procedures which apply only to the Executive Committee agencies of the UNDG (UNDP; UNFPA; UNICEF; WFP), are marked with (ExCom). This note is intended for UN Country Teams (UNCTs) and UN Resident Coordinators (UNRCs), as well as Regional UNDG Teams and UN staff in Peer Support Groups providing quality support and assurance. It aims in particular to illustrate a “step-by-step” approach for the UNCT to reflect, when relevant, food and nutrition security in the Country Analysis (including Common Country Assessment- CCA) and the UN Development Assistance Framework (UNDAF). It should lead to concrete actions to ensure that food insecurity and malnutrition do not hamper economic and social development, or undermine human rights and poverty reduction objectives. The note is organized around a common, but flexible, methodology based on evolving international good practice.
