Advance Parole Documents

The USCIS Moscow Field Office does not issue Advance Parole Documents. In order to replace an Advance Parole Document that was issued prior to departure from the United States, and has been lost or stolen, please make an appointment on InfoPass  to visit the USCIS Rome District Office or contact that office through their website.

Humanitarian Parole

Parole into the United States may be granted temporarily on a case-by-case basis for urgent humanitarian reasons or significant public benefit. Instructions about how to file an application for Humanitarian Parole are available at http://www.uscis.gov or by clicking here.

Individuals who want to apply for Humanitarian Parole must file their applications by mail with the USCIS International Operations Division. The application package should include Form I-131, Application for Travel Document, Form I-134, Affidavit of Support, a detailed explanation of the reasons why Humanitarian Parole is being requested, and supporting documentation.

If the USCIS International Operations Division grants the individual Humanitarian Parole, then the USCIS Moscow Field Office will contact the individual and request that the individual come to our office to receive the appropriate travel document.
