The Hanoi Conference represents an important opportunity to review the achievements and challenges related to the Delivering as One initiative. After three years of piloting new ways of working together for a more relevant, coherent and efficient support by the United Nations system to national development priorities, this Conference represents the first opportunity, based on the findings of the country-led evaluations, to learn lessons and arrive at recommendations for the way forward.

The outcome of the Hanoi Conference will feed into the inter-governmental processes related to UN system-wide coherence, as well as the independent evaluation of the Delivering as One approach requested in the 2007 TCPR Resolution. Preparations for this evaluation are currently under way; it is scheduled to be completed during the second half of 2011, during the 66th Session of the General Assembly and in advance of the Quadrennial Comprehensive Policy Review (QCPR) planned for 2012.

This Outcome Statement by the representative of the governments of the eight “Delivering as One” (DaO) programme pilot countries and by representatives of governments of countries that have indicated voluntary adoption of the DaO approach is complemented by the Closing Statements made by Norway on behalf of the donors and by the Deputy Secretary-General on behalf of the UN development system, reflecting the tripartite nature of the Conference.
