This Terms of Reference is developed for the production of one or a series of Public Service Announcement/s (PSA) with duration of up to two minutes total. The PSA/s will be used to promote the MDGs in Armenia; to raise public awareness of the MDGs; to convey the MDG message.

The communications assessment is to address concerns relating to lack of coordination, poor dialogue and lost momentum in taking forward Moldova's Poverty Reduction Strategy Paper (PRSP) and in building on the opportunities that stem from the PRSP process.
