These pages contain a comprehensive set of programming tools and procedures to help UN Country Teams work better together and increase the impact of agency interventions in the field. These common country programming processes are applicable to all countries that are beginning a new harmonized programming cycle. The contents of this page follow the sequential steps for common country programming, as provided in the CCA/UNDAF guidelines, and adhere broadly to a typical programme cycle: analysis, planning, monitoring and evaluation. Specialised agencies and non-resident agencies normally follow a two-year planning cycle. This is not an impediment to their full involvement in country analysis and the UNDAF. A UNDAF results matrix that is used iteratively will expand easily to include the expected outcomes and outputs of cooperation by these agencies. In 2006, specific efforts have been undertaken to enhance and facilitate the participation of non-resident agencies in the common country programming process. Both the CCA/UNDAF guidelines and the NRA-Action Plan provide guidance on this issue. |
