One of the key lessons learned from the joint UNDG-ECHA Working Group was the need to base program planning on a common framework of analysis that clearly identifies key elements of peace building. This approach seeks to arrive at a common and shared understanding of the underlying causes and consequences of violent conflict, it also requires that the focus be shifted away from using the lens of the mandate of individual UN agencies as the entry point to develop responses to transition situations.
