This background paper was prepared by a consultant at the request of the UNDG WG on Programming Issues (WGPI) to identify lessons learned on simplification of the common country programming process in the Delivering as One pilot countries and selected other countries. The paper aims to provide background and input into the WGPI workshop on 24-25 November 2008, which will address the issue of lessons learned on simplification.

The goal of the One UN Programme in Albania is to enhance development results and impact by bringing together the comparative advantages of the UN system within a single strategic programme. Albania’s One UN Programme was signed on 24 October 2007. The Programme’s objective is to better support Albania in achieving its goals as expressed in the Stabilisation and Association Agreement (SAA) with the European Union, national priorities expressed in the National Strategy for Development and Integration and the Integrated Planning System, as well as the programmes of international partners, and harmonization and aid effectiveness in the context of the Paris Declaration.
