Implementation of the MDGs

In response to the world leaders' request, UN Secretary-General presented in 2001 the "Road Map Towards the Implementation of the United Nations Millennium Declaration," an integrated and comprehensive overview of the situation that outlines potential strategies for action designed to meet the goals and commitments of the Millennium Declaration.

The road map has been followed up since then with Annual Reports (2002, 2003, 2004, 2005). The 2005 Report: "In larger Freedom: Towards Security, Development and Human Rights for All" was the first comprehensive five-year report on progress toward achieving the MDGs. The Report reviews the implementation of decisions taken at the international conferences and special sessions on the least developed countries, progress on HIV/AIDS, and financing for development and sustainable development.

The Millennium Development Goals are a set of eight time-bound, quantifiable targets to overcome human deprivation. The MDGs need to be reached at the country level—not just the regional or global level. Countries will achieve the goals only if they make them operational—explicitly incorporating their targets and time horizons into key economic policy decisions, national planning documents, and requests for development assistance. The attainment of MDGs requires bold, long-term strategies—MDG-based national development—measured against concrete MDG outcomes. The process of preparation of MDG-based national development strategy is not easy and the process will vary from country to country, but the key principles are: high-level political commitment; national ownership; integration; inclusiveness; transparency; and regular review.

UNDG Action Plan MD/MDGs

The UNDG Action Plan (2006-08) reflects the outcome of a collective effort to address the agreements on development contained in the Outcome Document of the 2005 World Summit. It succeeds and builds upon lessons learnt from the implementation of the UNDG's Core Strategy on the MDGs, approved on 1 July 2002.

Making the MDGs Matter: a country perspective

The UNDG Survey on the Country Response to the MDGs sought the perceptions of UN Country Teams (UNCTs) concerning major changes taking place "on the ground" across a broad range of issues. A conceptual framework describing how this response might unfold was used to design the survey questionnaire and interpret the feedback received.

The message from UNCTs is, at its broadest level, in line with expectations: there is some movement on the ground but no breakthrough yet in the effort to achieve the MDGs. There is also much in the detail of their responses which provides a better understanding of challenges at country level and, in a number of significant cases, unsettles the conventional wisdom, most notably about Africa.
