Monitoring and Evaluation

The Report of the High-Level Panel on System-Wide Coherence recommended, inter alia, the establishment of “Delivering as One” (DaO) country pilots in order to identify ways to ensure more coherent and efficient UN development operations in the field and a more strategic and effective UN contribution to the attainment of national development priorities and international commitments. Subsequently, the Governments of 8 countries - Albania, Cape Verde, Mozambique, Pakistan Rwanda, Tanzania, Uruguay and Viet Nam - volunteered to become “Delivering as One” pilots. Following the UNDG endorsement, these countries began efforts to implement the “Delivering as One” approach, pursuing the development and implementation of One Programme, with a Common Budgetary Framework and Country Fund, implemented by an empowered UNCT led by the UN Resident Coordinator (UNRC), and communicating as One. They are also exploring possibilities for creating One Office with the establishment of One House and one set of common services/harmonized business practices. The pilot initiative builds on the reform agenda set in particular by the 2004 and 2007 Triennial Comprehensive Policy Reviews.

The DaO pilots have been implementing the reform agenda for over two years, reporting significant progress in all the areas highlighted above. However, the 2007 TCPR requirement for an independent evaluation in 2009-2010 has intensified the need for an effective mechanism for monitoring, evaluating and reporting on reform progress in the DaO pilots. As a result, DOCO has developed a standardized DaO M&E Framework for the country level that incorporates the recommendations of the TCPR, the Report of the UN General Assembly Co-Chairs for System-wide Coherence, the recent UNEG evaluability and UNCT/Government stocktaking reports, as well as the OECD-DAC aid effectiveness agenda.
