Country Programme Action Plan (ExCom)
The Country Programme Action Plan (CPAP) is the detailed operational plan for the country programme of each ExCom agency. It is prepared by the ExCom agency, with its implementing partners and the main government partner who signs the CPAP but may not necessarily implement it, following the preparation of the UNDAF and CPDs. It contains:
• A situation analysis;
• A summary of past cooperation and lessons learned;
• A description of the results expected from the proposed country programme, as well as the agency’s distinctive role in development cooperation;
• The arrangements for programme management and M&E; and
• A final section with the standard legal provisions applicable to each agency that establishes the commitments of the agency and government

A Results and Resources Framework is attached as an annex. It summarizes the results to be achieved and resources required for each component of the country programme, per year. Just as in the CPD, the results described in the framework - agency outcomes and outputs – will contribute logically to the achievement of UNDAF outcomes. For this reason, the results must be identical to the results in the UNDAF results matrix.

The framework sets out the context to the CPAP and states that both parties (the Government and the UNDG Agency) are in mutual agreement to the content of the CPAP and to their responsibilities in the implementation of the Country Programme. This section includes the following core statements ? other agency-specific statements may be added as appropriate: - Furthering their mutual agreement and cooperation for the fulfillment of (name of UN Convention/Summit to which the UNDG Agency is taking the lead); - Building upon the experience gained and progress made during the implementation of the previous Programme of Cooperation; - Entering into a new period of cooperation; - Declaring that these responsibilities will be fulfilled in a spirit of friendly cooperation;
