Joint Guidance Note on Post Conflict Needs Asessments and Transitional Results Frameworks


The Joint Guidance Note on Integrated Recovery Planning using Post-Conflict Needs Assessments (PCNAs) and Transitional Results Frameworks (TRFs) was developed by the UNDG, the World Bank and partners.

The purpose of the Guidance Note is to inform strategic decision-makers (both national and international) of the purpose, scope and benefits of this common platform for recovery planning; to explain how it connects to other critical processes in a post-conflict setting such as the planning of peacekeeping deployments; and to guide technical practitioners such as coordinators, sector team leaders, national partners and donor representatives.

This Guidance and Good Practice Note updates the January 2005 "Operational Note on transitional results Matrices: Using Results-Based Frameworks in Fragile States" issued jointly by the World Bank and the United Nations Development Group. It provides help to teams who are working to define key milestones such as the selective group of priority actions and outcomes and their financial implications that are agreed to be essential for recovery. It also offers a platform that national and international stakeholders can use to align their efforts and programmes.

Cross-Cutting Issues
Historically in PCNAs, environment, gender and HIV/AIDS have been considered as cross-cutting issues, whether because they affect all or a substantial number of sectors important for post-conflict recovery or because a response in these areas calls for a multi-sectoral approach. A series of specific notes on gender, environment and HIV/AIDs have been developed to help PCNA teams better manage these cross-cutting issues.
