United Nations Development Group unite and deliver effective support for countries
Step 1: Rationale and Needs Assessment

Reasons for a move should be assessed by the UN Country Team (UNCT) and the Operations Management Team (OMT). Determining what the Country Office (CO) requires in its present premises is the starting point of the process of identifying rationales for the project.

The following list represents some of the elements to consider:

  • Staffing and space requirements. Click here for more information.
  • Security and safety issues. Click here for further details.
  • Government offer/proposal for office space
  • Expiration of current lease(s)
  • Common service(s)
  • Potential Cost savings
  • Better image of a "One UN" at the country level
  • Location

Before You Start:

It is strongly recommended to keep the TTCP informed of any plans to establish a UN Common Premises or UN House, especially in the initial stages.

All premises-related matters may be addressed to the TTCP through its focal point, Ms. Gloria E. Monteiro.

Starter Tips:
  • It is vital to secure the commitment from all participating UN Agencies. In the planning stage of the project, all participants should sign a Letter of Interest by the Agencies. At a later stage, their commitment would be formalized in an inter-agency MOU.
  • All non-ExCom Agencies should ensure they are able to cover their respectives shares. The ExCom Agencies cannot subsidize the shares of other UN organizations/entities.
  • A UN focal point should be assigned in the early stages of the project. It is highly recommended that this person, under the guidance of the RC and the UNCT, communicates regularly with the TTCP.
  • The UN Project Manager should be an external hire if the expertise/time is not available within the UNCT's resources.
