PCNAs – Past and Current Country Experiences

PCNAs are a dynamic forum for cooperation between the UNDG, the European Commission, Regional Development Banks and the World Bank in post-conflict situations leading to improved coordination in strategy development and program planning. They have been conducted or remain ongoing in the following countries: Timor-Leste (not formally a PCNA), Afghanistan (not formally a PCNA), Sudan (Darfur), Somalia, Sudan (North/South), Haiti, Liberia, Iraq, Georgia, Zimbabwe (pre-assessment), Pakistan and Yemen.

Darfur Joint Assessment Mission (D-JAM)

The D-JAM began in June 2006, mandated in the Darfur Peace Agreement (DPA), to identify key early recovery and long term reconstruction and development needs for Darfur. The D-JAM process is led by the parties, GNU and SLM, with support from the international community, particularly the United Nations and the World Bank, and the African Development Bank (AfDB).

A “multi-track” approach has been adopted, based on two mutually re-enforcing tracks. The first track (Track I) focuses on immediate priority needs for IDPS and refugees who return to areas of choice and re-establish their livelihoods. The second track (Track II) focuses on post-conflict economic recovery, reconstruction and development needs to reach the Millennium Development Goals. Urgent priorities in Darfur, agreed by the parties in the D-JAM, are focused on restoring peace, security and social stability; establishing the physical, institutional and social infrastructure required by IDPs, refugees and conflict-affected Darfuris to re-establish their livelihoods; and strengthening civil administration to perform their basic functions. Initial recovery efforts should lay the foundation for, and speed up the transition from, relief to development.

Somali Joint Needs Assessment (JNA)

The Somali JNA began in August 2005, to provide an assessment of rehabilitation and transitional recovery needs and a five-year reconstruction and development plan for all of Somalia. It is coordinated jointly by the United Nations & World Bank, working in partnership with the Somali authorities and other stakeholders.

Sudan Joint Assessment Mission (JAM)
The Sudan JAM (2004-2005) provided an assessment of rehabilitation and transitional recovery needs for 2006-2007 and outlined a framework for reconstruction and recovery through 2010. The JAM was co-led by the UN and WB, working in partnership with the Sudanese parties and the IGAD Partners Forum for Peace (IPF). The JAM produced the Framework for Sustained Peace, Development and Poverty Eradication, which was presented at the Oslo Donors’ Conference on Sudan in April 2005.

Haiti Interim Cooperation Framework (ICF)

The Haiti Interim Cooperation Framework (ICF) began in April 2004, co-led by the United Nations and the World Bank and with support from the European Commission and the Inter-American Development Bank with the Interim Government to provide the basis for a carefully costed and coordinated national reconstruction and development program covering both short and medium-term priority needs over a two-year period. The assessment built on the March 2004 multi-disciplinary rapid assessment mandated by UN Security Council Resolution 1529 to evaluate security, humanitarian, and transitional needs. The ICF was based on the broad themes of the Interim Government’s vision, which included a national reconciliation process involving all components of society and political dialogue. The Interim Government also committed itself to organizing local, legislative and presidential elections in 2005 and to restoring macroeconomic stability.

The ICF document articulated a transitional strategy for national recovery in Haiti covering a two-year period from July 2004 to September 2006. (Later extended until 30th September 2007.) The ICF set out priority needs, clear targets and financial requirements through the Transitional Results Framework. The ICF was also meant to serve as a basis for development of a longer-term strategy as a result of its high level of national ownership and multi-dimensional nature.

The ICF is a strategic results framework developed through a rapid needs assessment undertaken by the UNCT, the World Bank, a core donor group and the Government of Haiti in Spring 2004.

Liberia Joint Needs Assessment
The UN/WB Joint Needs Assessment (JNA) for Liberia was conducted with the National Transitional Government of Liberia from October 2003 to Februa 2004. The JNA resulted in the Results Focused Transition Framework (RFTF) for Liberia covering the priority transition needs for 2004 and 2005, then extended through 2006, which was presented at the International Donors Conference for Liberia held in New York in February 2004.

Iraq Post-Conflict Needs Assessment
The Joint Iraq Needs Assessment was prepared by staff from the UN, WB and IMF between July – September 2003. The Synthesis Report covered fourteen priority sectors and three cross-cutting themes, and was presented at the International Donors Conference on Iraq held in Madrid, Spain in October 2003.
