Step 4: The Proposal

When steps 1 through 3 have been completed, it is time to take all the acquired information and compile it into a proposal, for submission to the TTCP.

Even though the UNCT will have had regular contacts with the TTCP during the prior steps, this is considered as the formal submission of the proposed premises project.

The proposal should have the following components:

  • Rationale for the project
  • Needs Assessment
  • UN DSS reports for the selected sites/buildings
  • The Real Estate Market Survey
  • The CBA
  • The site preferred by the UNCT, with justification
  • Other pertinent information, where applicable (e.g. soil stability study, survey of structural integrity, etc.)

The proposal is ready for submission when all participating Agencies are agreed on the contents and have endorsed it.

To ensure approval by all, the participating Heads of Agencies need to sign off on the proposal before it can be submitted to the TTCP.
