RC/HC Arrangements/Joint Initiative
The UN system is working to ensure that dedicated capacity to coordinate efforts for recovery and peacebuilding is present early in the response to a crisis, and aligned with the humanitarian coordination capacity in the overall UN coordination structure. Through a "joint initiative" with OCHA and UNDP-BCPR, DOCO seeks to strengthen the Office of the RC and ensure predictable and comprehensive coordination support throughout the recovery period.

The UN system has taken active measures to strengthen UN Country Team coordination for recovery in several post-crisis country situations. Some of the recent efforts include the appointments of Deputy RC/HCs, Strategic Planners to the RC Office, deployments of Senior Recovery Advisors and staffing field offices for recovery coordination.

Efforts between DOCO, UNDP/BCPR and OCHA, along with other Secretariat partners such as DPA, DPKO and PBSO, as appropriate, will continue in order to ensure a more comprehensive package of coordination support to RC Office and UNCTs in post-crisis recovery. A recent decision by the Secretary-General’s Policy Committee (23 July 2008) calls for DOCO and UNDP, in consultation with Secretariat bodies, to lead a process to establish a standard package that will provide a minimum of 2-3 strategic planning recovery advisors to RC Offices in recovery situations. This directive will guide the efforts of DOCO and other partners in the coming months.
