The effectiveness of recovery plans is shown in how often they are used – and to remain usable periodic reviews and adjustments of the TRF are necessary (for example at the 12 or 24 month mark) in order to account for national changes, increased/decreased needs, new priorities, changing time-lines, new costs, etc.   It is critical to ensure national ownership and leadership, with technical assistance when required, in the monitoring and updating of the TRF.
