Carolyn Lawson, Chief Information Officer, California Public Utilities Commission
Carolyn Lawson represents both the California Public Utilities Commission and the State of California in the national discussion of IT issues and policies related to eService delivery in government. She is a leader in the national discussion of public policy issues related to web-based services, including the integration of Web 2.0 and cloud computing into the state's environment.

Ms. Lawson is currently examining the complex issues brought on by the cultural shift from a paper-based society to an e-based society, the new expectations of the general public, the changing face of our workforce and what that means to the delivery of governmental services. Ms. Lawson speaks and teaches nationally on these and other topics.

Ms. Lawson sits on several boards including the board of directors for Project Pipeline (www.project pipeline.org), The Conference on California's Future (http://www.govtech.com/events/cal-future), and Editorial Advisory Board, InformationWeek (http://www.informationweek.com).

Marc Lindsey, Partner, Levine, Blaszak, Block and Boothby
Marc Lindsey is a partner in the Washington, D.C. law firm of Levine, Blaszak, Block & Boothby, LLP (wwww.lb3law.com). For over 10 years, Mr. Lindsey has structured IT outsourcing agreements, SaaS deals, and software application licensing, development and maintenance transactions; and has advised clients on legal issues arising out of their acquisition and use of new IT and telecommunications products and services.

Mr. Lindsey is often a featured speaker and author on topics at the intersection of IT and the law. For example, he co-authored "Cloud-enabling Your Software Licenses," Computerworld (September 8, 2008), and "Finessing On-Demand Software Deals: How to Mitigate Your Risk When Getting Your Software on Tap," Computerworld (September 11, 2006).

Prior to starting his legal career, Mr. Lindsey was a systems engineer for GE Aerospace. And he earned an M.S.E. (Systems Engineering) from the University of Pennsylvania in 1992, and a B.S.E.E. from Howard University in 1989.

Doug Menefee, Chief Information Officer, Schumacher Group
Douglas Menefee is a recognized business and community leader as well as a military veteran. For over a decade he has created Internet based solutions to address business needs. In the early 90's he was a co-founder of Planet Symphony and at the forefront of the dot com revolution. Eventually, Planet Symphony split into two distinct entities: Planet Symphony, which was acquired by the Graham Group in December 1995 and StarSeed, which was acquired by Geocities/Yahoo in December 1998.
Keeping his roots in Louisiana, Menefee joined Schumacher Group in 2005 as their Chief Information Officer. Since joining Schumacher he has led an initiative to upgrade and/or replace every enterprise system which supports their global operations. Today, the organization molds cloud computing in as a critical compliment to existing data center operations.
Menefee regularly speaks throughout the country and to national media sources on SaaS, Cloud Computing, Integration, and Business Intelligence.
